BOARD POLICY #707 - USE OF SCHOOL FACILITIES
The Pine-Richland Board of Education recognizes that school district facilities are provided by the taxpayers to meet the educational needs of the community. The primary use of school facilities is to support the K-12 instructional and extracurricular programs. When not in use for these purposes, our facilities may be made available to community groups, subject to School Board policies, regulations and prevailing fee schedules.
The following regulations and restrictions are applicable to all user groups, except those which operate under separate or seasonal contracts, such as CCAC, WPIAL, the Joint Recreation Board, or other organizations, as recommended by the Superintendent.
Community use of school facilities cannot interfere with the district's instructional or extracurricular program. Adequate supervision must be provided by the user group at all times. Police and/or security protection must be provided by the user-group, if so required by the school administration. The user-group shall contract independently with the School Districts security firm or the Pine or Richland Township Police.
User Group Classifications
Fee Exempt Classes: I, I-A and I-B (Facility fee-exempt only. There may be costs associated with Stage Manager, Computer Lab administration., Security, Stadium, Pool and/or Facility Staffing fees)
Class I School groups and school affiliated groups
Class I-A Community-based Non-profit 501 (c)(3) organizations
Class I-B Township of Pine and Richland Township
Fee-Based Classes: II and III
* Class II Community-based groups (adult programs or membership) * Seasonal Fees - Groups may rent one facility on a per season basis (12 weeks) or recurring basis.. A seasonal permit may be granted a fee reduction.
Class III All other groups (not-Community based, or for profit)
* Seasonal Fees - Groups may rent one facility on a per season basis (12 weeks) or on a recurring basis.. A seasonal permit may be granted a fee reduction.
**Groups based outside of Pine or Richland Townships may be granted permission to use school facilities on an as-available basis. Approval is at the discretion of the Superintendent or his/her designee.
The following guidelines and policy outline a process by which the school facilities may be used fairly by everyone. Fees, where applicable, are to cover costs incurred. The rules set forth are designed to insure the safe and careful use of our schools.
Reserving Facilities
Rental and service fees are charged for the use of Pine-Richland School District buildings and facilities. Fees defray the cost of ongoing maintenance and improvements to the facilities and fields. Please refer to the fee schedule. Activities, directly associated with the school program, may be exempted from these charges.

Note: Computer labs, kitchens, swimming pool and stadium are available by special arrangement and under a separate fee schedule.
Please announce to patrons at all events
Pine-Richland Schools, fields and campus areas are smoke-free, as well as drug and alcohol-free. Board Policy prohibits smoking, or the use of smokeless tobacco, inside, or outside of the school buildings or anywhere on the school campus. Drugs and/or alcoholic beverages are not permitted on district premises at any time.
Food and/or beverages are only permitted in cafeterias/all-purpose rooms. Eating or drinking in auditoriums, classrooms or gymnasiums is not permitted.
Fire Alarms: By Order of the Township of Pine Fire Marshall
If the fire alarm sounds:
- Everyone must evacuate if the fire alarm sounds (no exceptions).
- Persons in charge of an event or group are responsible to see that everyone in their group leaves the building. Move to a location well away from the building.
- The fire alarm must not be silenced until all occupants are evacuated.
- Under no conditions will the alarm be reset until approval from the site manager or Fire Department official has been given.
- Persons, who fail to abide by the rules and regulations, will be subject to fines levied by the District Justice for failing to abide by the BOCA National Fire Prevention Code.

INSURANCE REQUIREMENTS
Organizations using Pine-Richland School District facilities must carry liability insurance of at least $1,000,000. A Certificate from the insurance carrier, verifying the limits must accompany the permit request or be provided prior to the issuance of an official usage permit.

SPIRIT ROOM
There is no charge to school and community groups for the Spirit Room. The room may be reserved in 3-hour blocks of time for special meetings or events.
Additional Stadium use (field, locker rooms, concession stands) must be discussed with the Athletic Dept. Please be aware that a stadium or field event may be scheduled concurrently with your group’s use of the Spirit Room.
Sunday use of the Spirit Room or Stadium requires special permission from the Superintendent.
Additional expenses incurred by the school district for Spirit Room or Stadium use will be charged to the user-group.

SECURITY
User groups must provide adequate supervision at all times. The district may require a user group to provide Police and/or security protection. The user-group must contract independently with the School Districts security firm or with the Pine or Richland Township Police.
AUDIO VISUAL EQUIPMENT
District-owned equipment may be rented by organizations holding an approved building use permit. A-V equipment requests must be listed on the building permit form.
Groups requiring a PA system, microphone, or lectern will not be charged in buildings where the system is built in. When equipment "set-up" is required there will be a charge, and a ten-day advance notice is necessary.
When using a stage or auditorium, your group may be required to have a Stage Manager present for your safety. The Stage Manager will not direct your event, but can advise and guide your organizational function. Student stage crew members may be needed on a per hour basis.
Groups using the grand piano at Richland or Pine-Richland High School may be required to pay for pre and post event tuning.
School district equipment is not available for rental use out of the district. Rental fees for use of audiovisual equipment in the district are as follows:

ADVERTISING YOUR EVENT
Advertising may be critical to the success of your event. In your advertising or other communications, indicate clearly the event, date, time and location. If your event is not a school function, be certain to note the sponsoring group. Please do not imply school sponsorship if that is not the case.
Pine-Richland offers residents age 62, or over a Gold Card offering free admission into any school sponsored event. If your group wishes to honor the Gold Card or to offer senior citizens a reduced admission fee, please note that in your advertising.
