Why PR Opposes the Exams

NEW DEVELOPMENT: Please Contact House Members to Co-Sponsor & Support Clymer-Youngblood Concurrent Resolution for NAACP

Please contact your representative in the PA House and ask him/her to co-sponsor and support the Clymer-Youngblood Concurrent Resolution filed at the request of the NAACP (Click Here for the NAACP's News Release). The PA-NAACP, Education Law Center, and other civil rights groups have joined in the grassroots effort and are now making legislative contacts.

A co-sponsor memo is being printed and circulated to every State Representative. This purpose of this memo is to ask Representatives to sign on as sponsors to the Joint Concurrent Resolution by Representative Clymer and Representative Youngblood.

This resolution is at the request of the NAACP and intends to:

*Provide a unified message from the General Assembly to Governor Rendell asking for him to cease all implementation and funding of the final-form regulation.

*Uphold the PA Constitution, which vests the power to make education policy and funding decisions in the General Assembly and the executive power in the Governor.

*Remind that the General Assembly and the Governor have an opportunity to work together and do what the Constitution and the people sent them there to do.

The basic message of this is:The people have spoken, the General Assembly has spoken, the Governor has spoken. This will hopefully help the Department of Education listen to the Governor on behalf of the people. So the General Assembly is reaching out to him for this assistance.

Also, the General Assembly is requesting that IRRC consider the intent of the General Assembly before approval of the final-form regulation.
