Calculate How the Tax Shift Would Impact You
PR School Board Approves Act 1 Referendum Question
The Pine-Richland School Board approved an Act 1 referendum question at its meeting on March 6, 2007.
During the primary election on May 15, 2007, voters will get a chance to decide whether to vote for a tax shift. The following question will appear on their ballot:
Do you favor the Pine-Richland School District imposing an additional 0.8 percent earned income tax? The revenue generated from the increased tax rate will be used to reduce school district taxes on qualified residential properties by an estimated $811. The district's current earned income tax rate is 0.5 percent.
If passed, residents will pay more in earned income taxes in exchange for a reduction in property taxes. Homeowners who applied for the Homestead/Farmstead Exclusion, which is an Allegheny County amendment that reduces the taxable assessed value of residential property, will see a reduction in property taxes when the shift goes into effect in July 2007.
If passed, renters will not benefit from the tax break. They will see an increase in earned income but will not benefit from the property tax reduction since they do not pay property taxes.
If voters do not approve the ballot question, there will be no shift.
The PR School Board appointed the Act 1 Tax Commission in September of 2006.

Dr. James Werkmeister, PRSD school director, is serving as the chairperson, Donna Stephenson is serving as a community resource to the committee, PRSD Fiscal & Management Services Director Doug McCausland and PRSD Business Manager Dana Siford are serving as district resource representatives.
Why a Tax Commission?
The Commission formed pursuant to Act 1 of 2006 for the purpose of studying the school district tax structure and making a recommendation to the school board concerning a front-end referendum question for the May 2007 primary election ballot.
The referendum question will seek voter input on tax shifting from homeowner real estate tax to a new or increased income tax. The meeting is open to the public and district residents and taxpayers are encouraged to attend. The DeWitt Blank Board Room of the PRSD Administrative Center is located at 702 Warrendale Road, Gibsonia, PA.

dates and a public hearing. The board will make a formal
recommendation on Dec. 5, 2006. Meetings will be held
in the in the DeWitt Blank Board Room of the PRSD Administrative
