Dr. Miller began his appointment as superintendent of schools on July 1, 2013. He serves as the seventh superintendent in the long history of the Pine-Richland School District. Pine-Richland is located in the most northern portion of Allegheny County, PA, and serves more than 4,600 students K-12. The district has seen significant and continuous growth since the early nineties. As a result, PRSD is noted for having a strong academic reputation, a community that values the importance of education, a wide range of educational programs, and first-rate facilities.

Prior to joining Pine-Richland, Dr. Miller served in a variety of roles in the North Allegheny School District from 1996 through 2013 and finished his work there as the assistant superintendent of K-12 education. Other roles at North Allegheny included: the assistant superintendent for secondary education and curriculum, assistant superintendent for curriculum, principal, assistant principal, teacher, and coach.

Dr. Miller earned his bachelor of science degree from the Pennsylvania State University in the area of exercise and sport science. He then completed his master of science in educational leadership from Carlow University. With this degree, he gained certification as a secondary and elementary principal. For two years, Dr. Miller participated in the Principals Academy of Western Pennsylvania through the University of Pittsburgh. In 2008, he completed the Interdisciplinary Doctoral Program for Educational Leadership at Duquesne University which included a Superintendent Letter of Eligibility. Dr. Miller completed the master of business administration (MBA) program at Carlow University in July 2013. Since 2013, he has served as a national examiner for the Malcolm Baldrige Performance Excellence Program (BPE). He is recognized as a senior examiner for BPE and has served as a team lead for several years. In addition, he has participated as a member and backup team lead for site visit evaluations of some of the highest-performing organizations in the United States. Dr. Miller also has served as a Scholar of Practice in Residence for the Duquesne University School of Education and as a volunteer on the board of directors for the Mid-Atlantic Alliance for Performance Excellence. He currently serves on the judges' panel for the national Baldrige Performance Excellence Program. 

With his original appointment as superintendent of Pine-Richland, Dr. Miller received a commission from the Pennsylvania Department of Education from July 1, 2013, through June 30, 2017. His most recent commission as superintendent of Pine-Richland is effective through June 30, 2027.

Superintendent Evaluation and Objective Performance Standards

The PR Board of Directors has determined* that the superintendent has met the following objective performance standards for the 2023-2024 academic year:
 
  • Student Growth & Achievement: Superintendent uses multiple data sources to assess student success and growth as appropriate, specific to needs within the district and as determined annually in collaboration with the PR Board of School Directors. Annual or other district performance objectives are articulated and clearly achieved under the direction of the superintendent relative to achievement and growth on PDE-required assessments including, but not limited to, PSSA, PVAAS, Keystone Exams, and other locally determined measures.
  • Organizational Leadership: Superintendent works collaboratively with the board to develop a vision for the district, displays an ability to identify and rectify problems affecting the district, works collaboratively with District Administration to ensure best practices for instruction, supervision, curriculum development, and management are being utilized, and works to influence the climate and culture of the district.
  • District Operations & Financial Management: Superintendent manages effectively, ensuring completion of activities associated with the annual budget; overseeing the distribution of resources in support of District priorities; and directing overall operational activities within the district.
  • Communication & Community Relations: Superintendent communicates with and effectively engages the staff, the Board, and members of the community, clearly articulating District goals and priorities, addressing local and broader issues affecting the district, and building support for district initiatives, programs, and short/long-range plans.
  • Human Resource Management: Superintendent incorporates best practices for human resource management and oversight, coordinating staffing, recruitment, and other human resource functions. 
  • Professionalism: Superintendent models professional decision-making processes and ethical standards consistent with the values of Pennsylvania’s public education system as well as that of the Pine-Richland community. Superintendent additionally works to individually reflect upon his effectiveness within the role, and works to improve effectiveness through the use of professional development literature and activities.
