Preliminary Budget Notice & Act 1 Referendum Exception Notice

The Board of School Directors of the Pine-Richland School District intends to adopt the Preliminary General Fund Budget for 2013-2014 school year at the meeting to be held on February 11, 2013, at 7:30 p.m. in the DeWitt Blank Board Room, 702 Warrendale Road, Gibsonia, PA 15044. The proposed budget is available for public inspection at the District Administrative Offices and on the Pine-Richland website at www.pinerichland.org. The preliminary general fund budget (PDE-2028) includes total expenditures of $69,424,035 and total revenues of $68,793,482 with fund balance utilization of $630,553.

Pursuant to Act 1, the Pennsylvania Department of Education publishes an index % applicable to the School District. The School District real estate tax increase for the next fiscal year is limited to the index % unless the proposed tax rate is approved by voters pursuant to a referendum or the School District qualifies for an Act 1 exception. As a result of special circumstances covered by an Act 1 referendum, a tax rate % increase above the index might be required to balance the School District’s general fund budget for the next fiscal year. The tax to be levied is required to provide a quality education program as reflected in the School District preliminary general fund budget.

The School District intends to seek approval from the Pennsylvania Department of Education or the County Court as required by Act 1 for an exception(s) allowing increase of the real estate tax as reflected in the School District Preliminary Budget. The School District plans to submit its request for referendum exceptions to the Pennsylvania Department of Education by March 7, 2013. The exception request forms will be available for public inspection at the District Administrative Offices during regular business hours and on the Pine-Richland website at www.pinerichland.org.
